An Introduction to GDL
A GDL system is a set of regulations that apply to new drivers. It helps them transition from novice to a licensed driver.
There are three stages to the GDL system:
- Learner’s permit: applicants must usually be at least 15 years old and pass a written exam. Teenage drivers must complete a set number of hours accompanied by an adult driver.
- Intermediate license: teenage may drive unsupervised, but with certain restrictions. Examples are curfew and limitations on the number of passengers.
- Full license: proving their responsibility and skills, they may drive without restrictions.
Most states have adopted some form of GDL system, but the specific rules vary from state to state.
The Benefits of GDL
In the United States, all states use a system of graduated licensing. The system imposes certain restrictions on new drivers to keep them safe. Adding restrictions at each stage allows them to adjust to the responsibilities.
GDL systems give young drivers the opportunity to gain experience behind the wheel. It is to allow them to drive unsupervised and under risky conditions. Each stage of the system has specific requirements to meet yet it is flexible.
Research has shown that graduated driver’s license rules are effective in reducing crashes. In fact, a study found that strong GDL can expect a decrease of 22% in fatal crashes involving 16-year-olds.
What Are the Guides of GDL?
- Ask your parents about the importance of safe driving.
- Learn about the GDL system and understand the requirements of each stage.
- Encourage yourself to practice driving in different conditions and under different circumstances.
- Be a good role model to yourself! Practice safe driving habits and set a good example.

Effective GDL Systems
In general, GDL programs have been successful in reducing fatal crashes and injuries. All states now have some form of GDL, but the requirements of each vary.
While graduated driver’s license programs have been successful, there is always room for improvement. Policymakers should continue to track the effects and make changes as necessary.
Still, a well-designed and implemented GDL system has the potential for safer roads. If you are a young driver or a parent, it is important to understand how the systems work.
